why?
The cotton head is close to pure cellulose with essentially no nitrogen, so fungi rather than bacteria take it apart, and it thins away over a few weeks. The stem decides everything else: rolled paper creases and softens in water, while a polypropylene stick springs back and stays intact indefinitely. Q-tips brand swabs sold in the US have used paper sticks for decades; plenty of store brands still don't.
