why?

Cotton rounds are pressed carded cotton, and holding that shape through a swipe usually means a scrim: a thin net of polyester or PLA laid inside the pad. The cellulose is gone in a couple of months while the scrim screens out as a translucent disc. Toner, micellar water, and witch hazel on the pad are dilute enough that pile bacteria process them without slowing down.
