why?

True soap is vegetable oil or tallow saponified with lye, and soil bacteria do digest those fatty acids, just slowly: fats are hydrophobic and shed the water microbes need to work. In bulk, soap's whole purpose runs against you, since surfactants dissolve lipid membranes, and antibacterial or synthetic-detergent bars go further by design.

  2. Mix it deep into wet material rather than leaving it on the surface

watch out for

  • Antibacterial bars and beauty bars are the real problem cases: the first carry biocides such as benzalkonium chloride, the second are synthetic detergents rather than soap at all.
  • Sodium is the slow concern in dry regions — repeated soap additions raise salt levels in a small pile, and salty compost stunts seedlings.

Can I dump soapy dishwater on the compost pile?

Light greywater from plain dish soap is fine on a pile or lawn and adds moisture. Avoid automatic-dishwasher water, which is strongly alkaline and sodium-heavy, and keep any of it off leafy greens you plan to eat.

What's a better use for soap slivers?

Press them together while damp into a new bar, or drop them in a mesh bag at the laundry sink. Both keep the soap doing what it's good at instead of asking microbes to eat it.
